Ê×Ò³| Â鶹´«Ã½Ó³» Foreign Sources Reporting
To meet the university’s obligations for foreign sources reporting, UNLV must collect data on all gifts from and contracts with foreign entities campus wide, regardless of the exchange of monies. In collaboration with the UNLV Office of General Counsel, campus units have been identified as potential entry points for incoming gifts from and contracts with foreign entities including but not limited to Memorandums of Understanding (MOUs), cooperative agreements, and non-disclosure agreements.

Roles and Responsibilities
- Understand the foreign sources regulations and how they apply to the unit.
- Ensure there is a process or designated person in place for records retention of contracts and gift agreements within the unit/college in the event of an inquiry or records request.
- Appoint a qualified individual to serve in the role of Foreign Sources Reporting Designee.
- Understand the foreign sources regulations and how they apply to the unit.
- Possess detailed knowledge of contracts, agreements, MOUs, and gifts that the unit/college enters into with foreign sources.
- Act as a primary representative for submitting the Qualtrics survey to Business Affairs, and address or coordinate responses to any follow-up questions prior to official report submissions.
- Accurately report both actual and estimated financials in a template provided.
- Serve as a liaison for collecting data across the unit/college.
- Monitor regulations for foreign sources reporting for Higher Ed Institutions.
- Conduct biannual surveys to collect foreign sources information from campus units.
- Aggregate, assess, and submit qualifying data to agencies requesting foreign sources reporting.
- Provide training on the reporting process to UNLV stakeholders.
- Advise on specific scenarios, upon request.
- Maintain the Contracting Signature Authority Delegations, from which campus units have been identified as potential entry points for incoming gifts from and contracts with foreign entities.

Reporting Process
A survey is emailed by QAFC directly to Foreign Sources Reporting Designees. Reporting Designees are required to respond to the survey, including when there is no activity, and report all activity for the covered reporting period by the stated deadline. The Foreign Sources Reporting Lead in QAFC will aggregate, assess, and submit qualifying data to agencies requesting foreign sources reporting.
