Purpose

This board has been established to:

  1. Support a community-based public safety approach that fosters a communicative relationship between students, staff, faculty, visitors, community partners, and University Police Services;
  2. Promote a commitment to campus empowerment and inclusivity;
  3. Foster and enhance relationships and communication channels between campus communities and University Police Services;
  4. Solicit stakeholder input on matters pertaining to public safety ideas, issues, and concerns;
  5. Evaluate campus needs and make recommendations that elevate evidence-based, trauma-informed public safety, crime prevention, harm reduction, and damage mitigation services;
  6. Support transparency and promote awareness of public safety programs;
  7. Advise and make recommendations to the Vice President for Public Safety Services concerning the delivery of police services, recognizing that the Vice President for Public Safety Services is ultimately responsible for all operational decisions related to police operations.

Board Charge

The UPD Public Safety Advisory Board shall enhance lines of communication between students, staff, faculty,k visitors, and police services. Together the UPD Public Safety Advisory Board and police services will identify and focus on public safety issues and collaborate with community and campus leaders, organizations, and stakeholders in developing solutions to multi-faceted community concerns. The board provides recommendations to the Vice President for Public Safety Services.

Structure of the Board

Appointment of members:

  1. The UPD Public Safety Advisory Board is a representation of students, faculty, and staff from each institution serviced by police services and is comprised of no more than 16 members. Members are chosen to serve on the advisory board for their commitment to serve each respective campus community.
  2. Police services staff will provide an orientation program that will educate new members about police services' responsibilities and protocols and the department's approach to policing.
  3. The final decision on sustainability for service shall rest with the Vice President for Public Safety Services.

Membership

  1. The Vice President of Public Safety Service, or designee, will serve in an ex-officio, non-voting capacity.
  2. A student body president or their designee from each of the southern NSHE institutions (CSN, DRI, NSC, and UNLV).
  3. A classified employee from each of the southern institutions nominated by their respective staff employee council (or similar governing group).
  4. One administrative faculty member from each of the southern NSHE institutions who holds the title director, associate vice presidents, assistant vice president, or vice president, nominated by a southern institution's president.
  5. One member of the academic faculty form each of the southern NSHE institutions nominated by their respective faculty senate.
  6. One civilian member from the University Police Services, Southern Command.

Terms of Office

  1. Non-student members will serve two-year terms; student members will serve one-year terms.
  2. Nominations will be solicited by Sep. 1 of each year.
  3. Solicitations for nominations to replace vacancies will be sought without delay.
  4. Members who show lack of interest or who fail to complete the training requirements may be replaced at the request of the chair after discussions with the board and in consultation with the Vice President for Public Safety Services.

Organization of the Board

  1. The board will select by vote, of those present at the first meeting of each newly appointed board, a chair and a vice-chair. The chair, or in his/her absence, the vice-chair will set the agenda, preside at meetings, and serve as spokesperson for the board.
  2. The chair, or in his/her absence, the vice chair, will convene the board at the request of the Vice President for Public Safety Services, or any board member, or any member of the community, but in no case less than once per semester.
  3. A secretary, provided by the Vice President for Public Safety Services, will record and distribute meting notes and maintain the board's files and records.
