Stephen M. Miller and Andrew Woods (both Center for Business and Economic Research) published a paper, "," in The Regulatory Review on August 15, 2022. The paper considers a case study of differences in economic development processes between Las Vegas and Reno. For many years, policymakers and analysts have argued that Nevada needed to diversify its economy like its neighbors Arizona and Utah. To implement this view, the Governor’s Office on Economic Development (GOED) was established with the primary goal to diversify the Nevada economy.
