Kenneth M. Miller (Political Science) and coauthor Brandice Canes-Wrone (Princeton University) published their article in Legislative Studies Quarterly. In it they show that when the national donor base of a congressperson's party prefers one position and that member's constituents prefer another, the member votes with the preferences of donors, not constituents.
