Ruben J. Garcia (Law) published an article, "Right-to-Work Laws: Ideology and Impact," in volume 15 of the Annual Review of Law and Social Science (2019) in which he argues that Nevada provides an exception to the usual detrimental political and bargaining environment that RTW laws present to unions, and he describes the lessons that the labor movement might adopt from the "Nevada Paradox."
